Inserts a partition into lakehouse_partitions, retiring whatever retire_match says it replaces first.

Not intended as a general-purpose API: write_partition_from_rows is the production entry point that builds the Partition this function inserts. This is pub only so rust/analytics/tests/ (an external crate) can drive the SQL plumbing directly in a persistence round-trip test, mirroring thread_spans_view::update_partition’s reason for being pub.
