Returns the file schema hash for the blocks view.

Stays vec![5] – deliberately not bumped, since the Arrow schema is unchanged and existing partitions remain valid to read under it. An older partition may contain a row the new audience-mismatch predicate would now exclude (all pre-existing lake data is public, so this is a consistency gap, not a confidentiality one); regenerate_partitions over blocks lets an operator get uniform, per-row semantics sooner than the retention window would.
